    Country Director - Bolivia (m/d/f)

    Main objective of the role:

    The Country Director will deliver CBM’s Disability and Inclusive Development work in the country. As such the job holder will be responsible and accountable for leading the development and effective implementation of CBM’s country plan and its operational requirements within a country, ensuring high quality performance and alignment with CBM’s federation strategy. The Country Director takes responsibility for strong financial discipline within the Country Office and for ensuring with partners that they are meeting and fulfilling CBM’s programmatic, operational and financial requirements. The Country Director identifies programme opportunities and areas where the organisation can demonstrate its value and relevance. The Country Director promotes the CBM vision and country plan to external stakeholders. This includes developing effective relations with other organisations, representing CBM to partners, local and national governments, other development organisations and voluntary agencies, as well as in-country media, donor agencies and local communities to influence the country’s development agenda towards inclusion and poverty alleviation. The Country Director establishes a high quality CBM team in the country.

    • Provide leadership in the development and implementation of the country plan
    • Identify suitable organisations for new partnerships and manage relationships with existing CBM partners
    • Oversee the financial management at country level, ensuring compliance with CBM finance standards
    • Lead the development, implementation and monitoring of the advocacy components of the country plan
    • Promote the organisation and its mission to local partners and authorities
    • Provide leadership and develop national and expatriate staff at the country office
    • Actively support partners to develop and deliver quality projects and programmes in line with need and capacity, and with Country Plan objectives

    • A passion to make a difference for improving the life of people with disabilities

    • A relevant academic degree (Social sciences, international development, business administration…)

    • 10 years professional experience, with at least 5 years at a senior management level in a large national or international NGO

    • Proven experience in the programmatic and financial management of large project portfolios

    • Proven experience in building and managing effective partnerships

    • Excellent people management skills

    • Significant experience in strategic planning and project cycle management

    • Significant experience in capacity building, organisational development and change management

    • Experience in the field of social inclusion with disability or inclusion would be a plus

    • A lived experience of a disability would be an advantage

    • Willingness to work and/or travel ocassionally to insecure areas following safety & security protocols

    • Professional proficiency in English. Professional proficiency in Spanish would be an advantage

    Overall Mission:

    The Programme Manager is accountable to the Country Director and shall be responsible for the development and management of effective implementation of the programme components of CBM’s Country Plan in line with the Federation strategy and in close collaboration and coordination with relevant Initiatives and Member Associations. Maintains solid relationships with partners, takes responsibility for ensuring with them that they adhere to CBM’s programme standards and reporting requirements and that CBM also meets its partnership commitments. Effectively manages a complex country programme portfolio, including programme and budget development, monitoring and evaluation. Manages country-level alliances and relationships with advocacy partners including DPOs. Fosters a culture of learning.

    Main tasks

    Partnership management

    § Organize and conduct initial and regularly updated organisational capacity assessments and/or partnership reviews, jointly develop plans to address capacity gaps, identify solutions, monitor implementation and document learning.

    § Support funding diversification strategies with partners and oversee the phase out of partnerships where agreed, through jointly prepared exit-plans with the partner

    § Promote, respond to, document and share partner feedback regarding their relationship with CBM and associated partnership requirements

    Programme / Project management

    § Identify project opportunities with partners under CBM’s Country Plan and in line with national development plans. Lead on the rapid development of emergency response projects with partners in the event of natural or man-made disaster.

    § Guide and coordinate joint project and/or multi-year planning processes with partners, CBM Initiatives/technical teams and Member Associations, ensuring the quality and sustainability of results in line with CBM and donor requirements.

    § Ensure high quality of project and programme plans with effective delivery and fulfilment of objectives and utilization of budgets

    § Facilitate input from technical experts into project development and implementation.

    § Jointly with partners, develop and monitor the implementation of exit strategies for projects/programmes.

    Communication and resource mobilization

    § Work with partners to gather and share quality and timely project information and content to support CBM’s internal and external communication enabling Member Associations to demonstrate impact in their donor communication.

    Advocacy, technical advice and representation

    § Manage engagement with national alliances, partners and in particular DPOs to define and support national advocacy priorities.

    § Coordinate efforts to strengthen and support DPO organisations and movements.

    § Coordinate the delivery of DID technical advice in Disability Inclusive Development to government and other organizations, in alignment with the DID initiative and Country Plan.

    § Ensure effective vertical integration between community level project work and national and global advocacy work.

    Pre-Requisites

    Education, Knowledge & Professional Experience:

    § Relevant university degree in social sciences, international development or related field.

    § Professional experience of 10 years in a national or international NGO with a minimum of 5 years at senior level, with a track record in successfully designing and managing large inclusive development and/or humanitarian programmes in collaboration with national partners.

    § Experience in developing and managing large scale institutionally funded projects, including consortium led projects.

    § Proven experience in results-based management and project cycle management, including assessment, monitoring and evaluation, with a sound understanding of budgeting and programme finance management.

    § Demonstrated experience in managing internal and external relationships and partnerships particularly with national / local governments.

    § Experience in working with various government/bi-lateral/major institutional donors.

    § Experience of working with persons with disabilities or promoting disability rights a distinct advantage.

    § Experience of developing rights-based programmes and working with marginalised and excluded groups.

    § Proven skills in people and team management and coaching, with a focus on capacity development and performance management.

    The Assistant Programme Officer supports the Programmes Team in the implementation and monitoring of programme and operations work.

    Main tasks

    Programme Services

    § Receive required reports and requests from partners, undertake preliminary checks for completeness, adherence to CBM format, deadlines and ensure quality check before submitting for internal processing. Ensuring timely execution of partner requests.

    § Maintain a database of the implementing partner reporting records. Follow up with the partners for progress reports and submission of reports as per reporting schedule.

    § Present regularly status reports on project deliverables as per set work plans to the Programme Officer.

    § Assist during the annual budget application process (follow up on budget application requirements, data entry, budget formulation, budgetary implementation, budgetary monitoring.)

    § Play a key role in resource gathering through collection, compilation and publication of beneficiary stories and images; as guided by CBM and donor standards.

    § Track and file accurately data on each partner’s proposal, approved budget, funds transferred, key documents and reports, to ensure accurate reporting and accounting of grants.

    § Ensure that approved funds to partner organizations are transferred in a timely manner in line with the organizations policies and procedures.

    Coordination/Logistics

    § Maintain a calendar of key deliverables, meetings and project visits to support the programme team work plan

    § Diary management of meetings and conferences for the team, preparation of office memos, minute taking and Reports of Discussion.

    § Coordinate logistics and schedules with relevant parties to efficiently plan project visits and meetings

    § Assist in arranging CBM official field missions, make appointments with other stakeholders

    § Participate as part of the team members in programme coordination meetings including project monitoring visits guided by Terms of Reference

    Pre-Requisites

    Education, Knowledge & Professional Experience:

    · Diploma in Project Management/Business Administration or the equivalent.

    · Minimum of two-years previous proven work experience in a similar position; Experience in an International NGO is an added advantage.

    · Work experience in similar field, particularly in the area of disability inclusive development

    · Project management knowledge an advantage.

    · Effective communication skills at partner levels: verbal and written.

    · Social media and web savvy, with a minimum of 1year experience with communication support;

    Overall Mission:

    The Assistant Finance and Operations Officer be responsible to support The Finance and Operations function including administration, procurement and logistics and the management of office in compliance with CBM rules and procedures.

    Main tasks

    Finance

    § Process all payments (cash and bank) ensuring that proper support document is included, and it is properly approved internally before payment.

    § Ensure transactions and data are properly recorded and entered into the accounting system

    § Ensure that all expense transactions are reasonable, valid, adequately supported by receipts and within the Country Office's budget.

    § Prepare and reconcile bank statements

    § Assist with the maintenance of the filing system of all financial reports, fund requests and other finance documentation

    § Review timekeeping and leave records submitted by Administration Department

    § Assist in year-end closing of accounting books

    § Support the preparation of the Country Office's annual audit

    § Grant and receive advances to staff, and ensure reimbursement and trip reports received from staff at surrender are well prepared and supported before clearing them off.

    Administration

    · Assist with the maintenance of the filing system of all financial reports, fund requests and other finance documentation

    · Review timekeeping and leave records submitted by Administration Department

    · Develops and maintain an accurate and up to date records management system (including classifying and coding electronic and hardcopy files) of departmental files, manage the library of CBM resources, including the reception area information/literature.

    · Liaise with relevant service providers for faulty telephone lines, taxi, water, stationery and such other providers in the area of work and for timely services.

    Procurement and asset management

    • Prepare procurement plan, receive procurement requests, send out for quotations, organize the Procurement Committee’s meetings, draft the minutes of the meetings, deliver purchase orders and receive the goods timely, and in consistency with the procurement process.

    • Receive procured goods as per acceptable quality, specification and quantity, and finalize all related documents as guided by CBM procurement guidelines, within agreed timelines.

    • Custodian of the office store including managing stock levels for office supplies, stationery, communication merchandise provide reconciliation and raise purchase requests.

    • Ensure proper vehicle management and maintenance.

    • Ensure that the filling system of records of all stock movements are documented.

    • Manage the office and support the Office Attendant

    Pre-Requisites

    Education, Knowledge & Professional Experience:

    · Diploma in a relevant field, such as Business Administration, Accounting and/or Finance.

    · At least two years of experience in accounting and finance, preferably in a development organisation

    · Ability to work with minimum supervision

    · Effectiveness at team work and interpersonal relationships

    · Keen analytical skills

    · Excellent organisational skills, and ability to deal with stress or pressure

    · High degree of accountability and integrity

    · Well spoken, with ability to communicate clearly and concisely.

    · Ability to efficiently handle a range of tasks concurrently to meet different needs

    · Ability to integrate into a multi-cultural environment.

    • Identify opportunities for partnerships with like-minded organizations and mainstream humanitarian actors to develop partnerships that promote the inclusion of persons with disabilities in humanitarian responses
    • Contribute to the development of proposals and response plans to respond to opportunities to mainstream disability inclusion in humanitarian programming
    • Facilitate the integration of an age and disability analysis, and programming of the humanitarian community including funding mechanisms, sectoral reviews and evaluations and Joint Response Plans
    • Design a detailed action plan for implementation of advocacy and technical advisory strategy with mainstream humanitarian actors
    • Develop a capacity development plan for partner’s Inclusion Officers and other key staff to build capacity on disability mainstreaming activities
    • Coach partner’s Inclusion Officers and other staff to carry out advocacy and technical support in various humanitarian sectoral activities

    • Co-chair the Age and Disability Task Force (ADTF) and jointly participate with CDD’s Inclusion Office in other cluster coordination meetings

    We are looking for someone who has...

    • First degree in Occupational Therapy, Human Rights, Sociology, International Development, humanitarian assistance or other relevant area

    • Minimum of 8 years’ experience in humanitarian/ development context and preferably in an advocacy and/or technical support position

    • Significant working experience in inclusion with groups at risk ideally in humanitarian context– persons with disabilities, women, children, and the eldery

    • Deep knowledge and understanding on the rights of persons with disabilities and challenges in the humanitarian and development context

    • Good understanding of humanitarian architecture, disability inclusion standards, guidelines and the Universal Design principles

    • Proven experience working with local organizations and other international stakeholders

    • Skills in capacity development and staff mentoring

    • Cross-cultural communication skills

    • Analytical and forward thinking

    • Good Computer literacy (MS Office)

    • Professional proficiency in English
